Oh oh oh... pick me!  I can answer this one!  <g>

I think the simplest way to get rid of the bezel would be to open 
fs9gps.cab, extract all the files to a temp folder.
Modify all the bmp's which start with GPS500, make them black.
Rename gps500.xml to a name of your choice like SKA200_GPS.xml ;-)
Delete all the files which start with GPS295.
Download the cabdir SDK from Microsoft:
http://download.microsoft.com/download/f/e/5/fe55ede7-3818-40c4-8790-468a0d74798f/cabdir_sdk_setup.exe

Turn the xml file, plus all the associated graphics into a cab file
Copy it to either your own panel folder (easier to keep track of) or 
the main FS9 gauges folder.
Edit your panl.cfg to point to your edited gauge.

Voila!  GPS without a bezel ;-)
