Ok, found it. A momentary switch between pin 14 and ground will do it. Just 
make sure there's enough of a load on the +5v side since it's a switch mode 
PS. It shouldn't fail without a load, but may well shut down.

Note that this is ONLY for ATX PS's. Doesn't count for AT's.
