I contacted a listed dealer for Alumi-Grip (Azko Nobel) aircraft finishes
in Richmond, Virginia. He said he supplies those military
units at Richmond International Airport with Federal STD colors. he does
have the correct equipment to do so, no trying to come up with the correct
mixture. He has access to the additives to make the surface finish whatever
you need, from flat non-optical reflective exterior to gloss. He has also
supplied the Air Force to paint Marine One so I guess he knows his stuff.

All I have to do is give him the numbers and he will mix it and then
transfer it to his Charlottesville, VA store so I can pick it up and not
have to pay hazmat shipping charges.

Best I can tell the color code does not have the surface type in it as he
says they tell him what the paint will be used for and he mixes it
accordingly.

He also agrees with me on the translucent quality of the 37925 which is
used as a base for tinting.

All of his finishes are polyurethane.
