Brian
You need to have a load on both the 3.3V and 5.0V
lines for the PSU to work the way it should - ie.
regulate it's output voltages within spec. Without a
load the 3.3V and 5V lines they may go to high, while
the 12V lines may be too low.
If your circuit draws 1 or 2A from 3.3 and 5V, you
should be OK.
The 5VSB line has 5V at 0.5 to 1.5A - depending on the
specific PSU - at all times the PSU is plugged in and
switched on - nice to power the core part of the
circuit.
