You'd be surprised as to what can qualify as highly sensitive sometimes. =
The lab I work in at school is testing a Russian-built Hall thruster, =
which is owned by NASA. We'd love to have one ourselves, but due to some =
highly restrictive arms agreements, anything which is designed to be =
used for spacecraft is technically arms, and therefore restricted. We =
want to buy bolts from Russia, no problem. We want to buy bolts from =
Russia that are made for a satellite, not a chance in hell. Stupid, but =
that's our government at work...

Oooh .... I hope my references and government vetting will permit me =

these highly secretive metal foot rests! ;) I'm always amazed at how =
many E-bay items for sale won't include sales to outside of the USA =
particularly when we offer to pay for all shipping costs, and the seller =
receives the money from us before shipment. I can understand it for =
highly sensitive material, but then highly sensitive material shouldn't =
be in the hands of the seller or available for sale on E-Bay.
