Yes.  It requires 2 things.  First is the O'Reilly(sp) HTML Pocket
reference.  Secondly is the text editor of your choice.  For windows you
can use Notepad, Textpad or even Edit.  For other platforms, vi or Joe(ws
compat) are good choices.  The book will cost you $10, and the editor is
free.

Also, don't be afraid to pinch html from other sites.  :)  The ad banner
rotation code came from a tutorial I found on http://www.w3c.org and the
news generator frames are based on output I'd seen on a Commodore 64 site
I frequent.

Oh, and learn PHP - it whips the llama's ass better than WinAmp. *laughs*
