The reason for the load is due to the type of power supply.

Computers use a switcher power supply and they must have a load on them 
to work.

The older linear power supplies (such as those found in stereos and 
radios) do not require a load to operate, however, linear power supplies 
use more power and generate more hear than switchers.

Switchers also generate more electronic noise than a linear supply, but 
are very efficient and do not require the large heavy transformer.
