Nah, if that were the case, they'd still be working on scrapping airframes
from the early 1950's. It takes at least a year to fill out all the
Health & Safety paperwork per airframe, they have to order a bright green
safety vest for the fuselage. If a bird lands on it, they've got to fill
out a wildlife impact statement on the removal of the new habitat.

Add to that months of recurrency training every time the crane operator
leaves the machine for longer than 24 hours at a time. If the paint on
the crane gets scratched, they'll have to stop everything for at least 6
months while an environmental impact study is performed due to the release
of dangerous chemicals into the environment.

If any fluids from the airframe get spilled...well it's game over for at
least a year.

They tried hiring on a contractor to do the work. Unfortunately it was an
American company. They turned it into a Monster Truck Rally Featuring
Really Cool Airplane Crushing. After the H&S Secretary recovered from a
nearly terminal case of the vapors, the project was cancelled. (much to
the disappointment of the monster truck drivers)
