There is a very detailed and instructive tutorial about making gauge faces
using Paint Shop Pro by Dai Griffiths (Dragonflight Design) published in
2001. The tutorial (gaupaint.zip) is downloadable from FlightSim.com.

Using this as a start for an other drawing program is not a big issue.
