[simpits-tech] Flight Sim Justification

I am currently writing justification for a helicopter flight simulator 
for our aviation unit (law enforcement).  If anyone has done anything 
similar I would love to hear any ideas or suggestions.  The FTD we are 
looking at is the Frasca Mentor H:

The main goal is training for inadvertent instrument conditions, 
instrument training, emergency procedures training, and cockpit 
procedures training.  The FTD will be located at our hangar facility but 
we will also have an enclosed trailer with a generator and air 
conditioner so that we can haul it to public demonstrations and let the 
citizens try their hand at flying a helicopter.

Some points I have hit on are:

Safety
Emergency Training
IMC Training
Possible reduction in insurance premium
Possible reduction of civil liability
Public relations
Flight training for the non-rated tactical flight officers

I have to write the justification in two sections in an executive 
summary...  Background (historical information) and an Analysis.

Any thoughts?
