That may very well be correct.  Mine are not mounted and to provide 20kg of
force is difficult if not mounted.  I suspect I was not providing enough
force to see max deflection.

Thanks for the answer.  I just scanned through Martin "Pegasus" pages
and found the technical spec. of the rudder.  It says +-10 degress! with
20 kg. force applied on the pedals.

I just went and looked at my pedals.  I'd say no more than 2-3 degrees.
The movement is very small.

I also got a question here, too.  What is the total traveling angles of
the F-16 Rudder can do?  (hmm.. Assume that there's no force applied to
the pedals.  Then if we push the left pedal, how many degrees it will
travel?)
