Firstly let take the easy one...
Remote shutdown of servers... find the command iisreset from a windows server version 2000, the can reboot and stop remote machines
The other problem could be solved with scheduling a program, and the start the scheduler remotely

First, does anyone have a way of starting a piece of software on a
