 I notice they are mentioning adding flaps!! F16 don't have flaps!

Yes they do, they have flaps and slats that are usually computer controlled,
but can be set manually. The ailerons are just the outer part of the moving
part of the trailing edge.  If you see pictures of a Viper landing you will
see the inboard part of the trailing edge in a lowered position.
