[simpits-tech] Absolute Encoder to PC Interface

Hello Everyone
I need to interface a 10-bit (720 per revolution) absolute encoder, to 
control an axis in MS flight simulator. So I am looking for a way to 
interface this encoder to a PC. The encoder outputs are sink to ground.
