When you turn on a switch connected to a button, you send a 'make' signal to 
the computer. usually a light switch for a sim is a on/off toggle. If you 
imagine you were still using a keyboard, you'd hit say the "L" key to turn the 
lights on, and hit "L" again to turn them off. That's what you're doing by 
turning the switch off then back on - sending another keypress.

If you can use FSUIPC you can change the commands to have turning it on send 
a "lights on" signal, and have turning it off send a "lights off" signal.
