No, the way it is written up, it needs a high (90-110 volts)voltage with 
very low current so an inverter run from a battery will power it.

Micro-Mark used to have an EL kit to make signs on model railroads look 
like neon. Their inverter ran from a 9 volt battery. Needing
the inverter is one reason backlighting is going to fiber arrays fed by an 
led, no high voltage.
