*Duh*  What do you think building a new binary is?  An EXE edit is where
changes are made to a pre-existing binary.  This is done because the
source code is not available.  This other group is _NOT_ performing an EXE
edit.  They're compiling the source tree into a _NEW_ binary. (ie. f4.exe)
