Thanks, Sean.  I know where to find those SDK from Microsoft.  It looks like we have a lot of manauls to read to get a single flyable model...

When you export your aircraft from GMax, select "Aircraft Model - MDL" to 
create the model file.  Next you will need to read all about the air file 
and aircraft.cfg in the "aircraft container SDK", from M$
