I have to disagree with you in principle.  While you may be correct in a
pure sense, it doesn't apply in this situation.

All of the measurements I did are based from the rudder pedal floor.  So 15
degrees forward from vertical off of the rudder floor is correct.

That floor may or may not be the same as the water line, I don't know.
