Roy,

You can get 'tags' for the cbs, which is what is used when you want to
isolate a u/s or defunct system.  It is impossible to reset the cb,
unless the tag is removed, which can be a pain in the backside, or so
I'm led to believe.

Failing that why not put a perspex cover over the cb panels to stop
people 'accidently' resetting the cbs?

Hmm, I've got some keeper clips. Still not happy with the idea though.
