Ownership isn't the sticking point, it's the origin.  You'll never see a
US military jet in civilian hands unless it is under VERY special
circumstances.  There are no (or few) restrictions on ownership of foreign
air force jets though.  That's why the MiGs are so popular.

That F-16 is most likely an A model that was imported from one of the
European countries that fly it.
