Im talking to Chester about these right now. Should have a prototype to
code to shortly and them some results for everyone.
I;ve asked Chester for feedback on the board, he want to know what kind,
either optical or mechanical. 
My thoughts are mechanical, since optical is OK for rotational
positioning only, whereas with the right setup a mechanical setup would
be far more useful.
I'll keep you all informed.

For those considering driving stepper from parallel port kits etc. I
have tried and done this experimentation already this year (about 6
months ago) and while you can do it, its messy and coding is usually
messy.
What solved this is the Phidget way of doing things. I have been doing
quite a bit presently with Phidget LED's, encoders, and Interface Kits,
and the coding is a snap. For those that want a solution to build Pit
panels that is quick and easy, give Phidgets a go. You wont regret it,
believe me, its very simple.

Shortly (next few days) I'll post about the Radio panel I just finished
creating (with code and all) that interfaces FS2002. its very cool and
simple. You can use off the shelf phidgets, and this code to run all the
radio's. Very easy, very simple to do. Just give me a few days to get
some video and pix up on my web site.
