It's not a keyboard wedge, no.  When a switch state changes, the
controller notifes the host computer of the change - what switch and what
the new state is.

For interfacing to MS flight sim products, yes it will use FSUIPC.  In the
controller software, you'll "add" a switch and tie it to the name of the
parameter you want it to control.  Outputs will work the same way as well
as controlling servos & motors.  Servos & motors will in most cases
require and additional lookup table for steam gauge instruments.
