Worked on IFF as an avionics tech in the Air Force. Here are the modes:
Mode 1; used by the military when IFF was first developed. Transmits a
pair of identification numbers ranging from 00 to 77. Mode 2; addition
of 2 more identification numbers ranging from 0000 to 7777. Mode 2 was
used to identify military aircraft only. Mode 3 is the military's
version of the civilian counterpart of Mode A and Mode C and combine
both identification and altitude encoding. The ID range is from 0000 to
7777. Mode 4 is an encrypted sign-countersign method of identification
that is used exclusively by the military and our NATO allies. The Mode 4
codes are loaded into a Mode 4 computer that interface with a suitably
equipped M4 IFF transceiver.

Hope this helps

Scott
