[simpits-tech] Schematics and layout

There are some freebies out there, but the best I've found for the 
hobbiest is Douglass CAD.  Still not cheap, but you can get a free 
version (or very cheap) of their layout program and pay for each gerber 
file you want as you go.  Works for me and I made my ICP PC board that 
way with great results.
