Yes, most are quadrature encoders but are not normally
a single assembly. After much investigation (pulling
old mice apart) I found that the Microsoft
Intellimouse 1.1 (ball mouse) had a separate assembly
for the scrollwheel. It is a mechanical encoder that
has two steps per click and a rather low resolution.

Since then I found a source of cheap ($10AU = $5US)
mechanical quad encoders (shaft, not wheel type) and
my search for wheelmice has abated.
