[GEM Development] New driver: Sigma 400

It's been a long time since I've been here - I think my subscription 
went astray when Vodafone decided to kill what was left of Demon 
Internet by neglect.

Anyway, for the first time in five years I've updated the FreeGEM driver 
pack, to add support for the Sigma Designs Color 400 card. Simply 
because there was a Windows 1.03 driver for the card (two, in fact) but 
no GEM driver, and that clearly would never do.
