You could certainly bundle up DOSBox and GEM, as long as you abide by their licences. Right now I am having major issues with any Gem in both dosbox and virtual box. Screen refresh is very slow and windows and icons aren't all there. Two suggestions: one is to think about using a modified version of Owen's setup program and two build an installer with a preconfigured dosbox for Windows.
