[GEM Development] New SETTINGS.APP

  I've put a new version of SETTINGS.APP on my site at
<http://www.seasip.info/Gem/gengem.html>.

  This version will work (with reduced functionality) on the DRI AES as well
as FreeGEM. It adds support for editing the following parts of GEM.RSC:

* The desktop colour under DRI GEM
* Cursor shapes (can be imported/exported as .CUR files)
* Message box icons (can be imported/exported as .PPM files)
